Unfortunately, although I agree with your sentiment, it would never become law here as there are still far too many woke, liberal establishment figures who will oppose it in Parliament even if Reform win the next GE. Good try though.
Risk of her winning in court is far too high. The hard evidence from 10 years ago is long gone. And there is an army of lefty English lawyers ready willing and able to defend her in a really long trial at taxpayer (legal aid) expense.

I also would have qualms about the state using such legislation against any political activist it found inconvenient - Tommy Robinson, for example.
